The International Classification of Functioning, Disability and Health provides a classification of human bodily functions, which, while exhibiting non-conformance to many formal ontological principles, provides an insight into which basic functions such a classification should include. Its evaluation is an important first step towards such an adequate ontology of this domain. Presented at the 13th Annual North American WHO Collaborating Center Conference on the ICF, 2007.

Identifying the necessary and sufficient conditions for individuating and classifying diseases is a matter of great importance in the fields of law, ethics, epidemiology, and of course, medicine. In this paper, I first propose a means of achieving this goal, ensuring that no two distinct disease-types could correctly be ascribed to the same disease-token. I then posit a metaphysical ontology of diseases—that is, I give an account of what a disease is. This is essential to providing the most effective means (...) of interfering with disease processes. Following existing work in the philosophy of medicine and epidemiology (primarily Christopher Boorse; Caroline Whitbeck; Alexander Broadbent), philosophy of biology (Joseph LaPorte; D.L. Hull), conditional analyses of causation (J.L. Mackie; David Lewis), and recent literature on dispositional essentialism (Stephen Mumford and Rani Anjum; Alexander Bird), I endorse a dispositional conception of disease. Following discussion of various conceptions of disease-identity, their relations to the clinical and pathological effects of the diseases in question, and how diseases are treated, I conclude (i) that diseases should be individuated by their causes, and (ii) that diseases are causal processes best seen as simultaneously acting sequences of mutually manifesting dispositions. In this essay several challenges are raised to the project of classifying Śāntideva’s ethical reasoning given in his Bodhicaryāvatāra, or Guide to the Way of the Bodhisattva, as a species of ethical theory such as consequentialism or virtue ethics. One set of difficulties highlighted here arises because Śāntideva wrote this text to act as a manual of psychological transformation, and it is therefore often difficult to determine when his statements indicate his own ethical views. Further, even assuming we can identify (...) a set of statements that accurately portray the moral position of Śāntideva, it is argued that these statements underdetermine which foundational normative theory should be ascribed to him. In my presentation I argue for the utility of a philosophical counseling method, called logic-based therapy (LBT), in the treatment of addicted populations. In the context of addiction treatment LBT could be also classified as a philosophical psychotherapy. Philosophical psychotherapy can be understood as an umbrella term for interventions designed to treat mental health disorders, with theoretical foundations that are philosophical. Philosophical psychotherapy would be distinct from philosophical counseling, as the latter does not directly treat mental health disorders. I suggest (...) that LBT has utility beyond philosophical counseling and is a viable intervention in the treatment of certain mental health disorders, like substance use disorders. I provide a brief overview of LBT and then discuss a LBT case study with a client suffering diagnosed with a substance use disorder. In the case study the client was advised to apply the moral philosophy of Friedrich Nietzsche as an uplifting philosophical framework to counteract his unproductive worldview and fallacious thinking. Considering that there is an ostensibly low efficacy rate for the treatment of addiction, articulating the value of philosophical psychotherapies in the context of addiction treatment can assist in the development of novel philosophically-based addiction treatment and recovery-oriented programs––thus expanding the treatment and recovery options available for those seeking recovery from addiction. Several state-of-the-art machine and deep learning models in the mode of adversarial training, input transformation, self adaptive training, adversarial purification, zero-shot, one- shot, and few-shot meta learning had been proposed as a possible solution to an out-of-distribution problems by applying them to wide arrays of benchmark dataset across different research domains with varying degrees of performances, but investigating their performance on previously unseen out-of- distribution malware attack remains elusive. Having evaluated the poor performances of these state-of-the-art approaches in our previous (...) research on an out-of-distribution attack. In this research, we dived deeper to understand why they works better for other domain dataset but with poor performance on available benchmark malware dataset like Malimg, Malevis, Sorel, and Avast CTU malware dataset. We explored the both the embedding and vector spaces in datasets and compare them with that from other research domain, and find a surprising wide variation between the embedding and vector spaces in malware datasets. We assert that current state-of-the-art machine and deep learning models does not address the wide variation of embedding and vector spaces which are peculiar to malware dataset, hence their poor performance on out-of-distribution attack classification, and so concluded that addressing this variation in embedding and vector spaces will bring about substantial increase in detection of previously unseen out-of-distribution attack. According to Zygmunt Bauman, we live in a world of hunting and hunters, where instead of lingering in the present and appreciating it for what it holds, we push into the future at an ever-increasing speed, unable to seize the day and live the moment. When too concerned with maintaining a state of flux we lose sight of the utopia that we may partly be living in – at least in a western world generally spared from firsthand warfare, where citizens (...) enjoy technological advancements and breakthroughs. To paraphrase Bauman’s words written in 2005 but holding true to this day we harbour a continuous dream of a world void of accidents. Restlessly we live through the day while eagerly anticipating the next. In doing so, we not only disregard the importance of the present but also that of the past, seemingly forgetting about it altogether. On a national level, this is a hunter’s “utopia” where citizens are engaged in an individual postmodern hunt into an uncertain future and belonging to a collective would rather hold you back than facilitate the process of moving forward. Bauman questions whether in the name of game-keeping globalisation and a utopia that is ultimately unachievable, we are witnessing an end to what may have been regarded as an ideal time and place. Fast-forward to 2017 and having now embarked on an equally shaky journey into 2018 we face a world in disarray and fragmentation. This paper applies Bauman’s lucid thoughts to an analysis of our unpredictable present. (shrink)

This paper discusses the reports in Diogenes Laertius and in Sextus Empiricus concerning the classification of propositions. It is argued that the material in Sextus uses a source going back to the Dialectical school whose most prominent members were Diodorus Cronus and Philo of Megara. The material preserved in Diogenes Laertius, on the other hand, goes back to Chrysippus.

Current state-of-the-art out-of-distribution algorithm does not address the variation in dynamic and static behavior between malware variants from the same family as evidence in their poor performance against an out-of-distribution malware attack. We aims to address this limitation by: 1) exploitation of the in-dimensional embedding space between variants from the same malware family to account for all variations 2) exploitation of the inter-dimensional space between different malware family 3) building a deep learning-based model with a shallow neural network with maximum (...) of two connected layers to overcome overfitting from the scratch 4) building a Bayesian inference based computation algorithm that intertwine with connected network and is able to create new and adjust existing data points in response to an exposure to new out-of-distribution variants of existing or new malware family which determines the extent at which model weight is adjusted which in turn triggers update on the gradient. Preliminary result of our proposed framework gave an accuracy of 81\% in the successful classification of a novel out-of-distribution malware attack, something that could not be achieve by any of the state-of-the-art algorithms on novel malware classification. A pressing need for interrater reliability in the diagnosis of mental disorders emerged during the mid-twentieth century, prompted in part by the development of diverse new treatments. The Diagnostic and Statistical Manual of Mental Disorders (DSM), third edition answered this need by introducing operationalized diagnostic criteria that were field-tested for interrater reliability. Unfortunately, the focus on reliability came at a time when the scientific understanding of mental disorders was embryonic and could not yield valid disease definitions. Based on accreting problems (...) with the current DSM-fourth edition (DSM-IV) classification, it is apparent that validity will not be achieved simply by refining criteria for existing disorders or by the addition of new disorders. Yet DSM-IV diagnostic criteria dominate thinking about mental disorders in clinical practice, research, treatment development, and law. As a result, the modernDSMsystem, intended to create a shared language, also creates epistemic blinders that impede progress toward valid diagnoses. Insights that are beginning to emerge from psychology, neuroscience, and genetics suggest possible strategies for moving forward. (shrink)

Achieving space domain awareness requires the identification, characterization, and tracking of space objects. Storing and leveraging associated space object data for purposes such as hostile threat assessment, object identification, and collision prediction and avoidance present further challenges. Space objects are characterized according to a variety of parameters including their identifiers, design specifications, components, subsystems, capabilities, vulnerabilities, origins, missions, orbital elements, patterns of life, processes, operational statuses, and associated persons, organizations, or nations. The Space Object Ontology provides a consensus-based realist framework (...) for formulating such characterizations in a computable fashion. Space object data are aligned with classes and relations in the Space Object Ontology and stored in a dynamically updated Resource Description Framework triple store, which can be queried to support space domain awareness and the needs of spacecraft operators. This paper presents the core of the Space Object Ontology, discusses its advantages over other approaches to space object classification, and demonstrates its ability to combine diverse sets of data from multiple sources within an expandable framework. The separation of powers principle deeply heritaged in the US constitutionalism affected and continues to influence the law and public policy in the nation. The tripartite scheme of government was quarreled over the history how we have to perceive any best adequate interaction among the Congress, Executive and Judiciary. The Constitution itself merely quibbles on this point, and the Supreme Court justices, in some cases, would not be done as a clear cut for the scope of constitutional power conferred on (...) each branch. As the stare decisis is a rule in the common law countries, it is less prospective to anticipate that a quantum leap can be made for the new paradigm of constitutional government in the US. In this challenge, the paper deals with the sensitive area of three powers involving the issue of presidential privilege and immunity, justiceability and standing, as well as judicial control of public agencies. In the course of discussion, several landmark cases were illustrated to make a point for the angulated controversies, typically involving the pressing pubic issues and officers of absolute or qualified immunity. Given the diverse structure of government, the US model had been followed by many new born republics in 20th centuries. The author would wish that the paper provides a comparative lesson for the circle of those countries. (shrink)

The second half of the 20th century may fairly be considered a golden age for the study of ancient philosophy. This period witnessed the creation of four English-language journals for specialists and two professional societies. Throughout this period there were numerous regional and national conferences, reading groups, NEH-sponsored summer seminars and institutes on various aspects of ancient thought, successful graduate programs in ancient philosophy at a sizable number of American universities, and a steady supply of jobs for specialists in (...) the field. Seminal studies by Gregory Vlastos and G.E.L. Owen stimulated broad interest in ancient Greek philosophy by showing how the methods and issues explored by ancient thinkers were relevant to contemporary philosophical debates. On a less happy note, in recent years some influential analytic philosophers have discounted the value of work in the history of philosophy, and public funding for philosophy, along with other humanities fields, has declined sharply. -/- . We have begun work on two separate but related ontologies for the study of neurological diseases. The first, the Neurological Disease Ontology (ND), is intended to provide a set of controlled, logically connected classes to describe the range of neurological diseases and their associated signs and symptoms, assessments, diagnoses, and interventions that are encountered in the course of clinical practice. ND is built as an extension of the Ontology for General Medical Sciences — a high-level candidate OBO Foundry ontology (...) that provides a set of general classes that can be used to describe general aspects of medical science. ND is being built with classes utilizing both textual and axiomatized definitions that describe and formalize the relations between instances of other classes within the ontology itself as well as to external ontologies such as the Gene Ontology, Cell Ontology, Protein Ontology, and Chemical Entities of Biological Interest. In addition, references to similar or associated terms in external ontologies, vocabularies and terminologies are included when possible. Initial work on ND is focused on the areas of Alzheimer’s and other diseases associated with dementia, multiple sclerosis, and stroke and cerebrovascular disease. Extensions to additional groups of neurological diseases are planned. The second ontology, the Neuro-Psychological Testing Ontology (NPT), is intended to provide a set of classes for the annotation of neuropsychological testing data. The intention of this ontology is to allow for the integration of results from a variety of neuropsychological tests that assay similar measures of cognitive functioning. Neuro-psychological testing is an important component in developing the clinical picture used in the diagnosis of patients with a range of neurological diseases, such as Alzheimer’s disease and multiple sclerosis, and following stroke or traumatic brain injury. NPT is being developed as an extension to the Ontology for Biomedical Investigations. (shrink)

Francis Collins had an impressive track record as a gene hunter (cystic fibrosis, neurofibromatosis, Huntington’s disease) when he was appointed Director of the Human Genome Project (HGP) in 1993. In June 2000, together with Craig Venter and President Bill Clinton, he presented the draft version of the human genome sequence to a worldwide audience during a famous press conference. And in 2009, President Barack Obama nominated him as director of the National Institutes of Health (NIH), the largest Tfunding (...) agency for biomedical research in the world. s The In 2006, Collins published his book The Language of God,3 an autobiographical account of the HGP and its scientific, historical, and societal significance, with special attention paid to the impact of the human sequence on the way we see our world and ourselves.4 Now, by way of a sequel, he has written The Language of Life. Wherea Language of God focused on the genome sequence of mankind in general, and on the HGP as a “revolution” in biomedicine, the new book, as indicated by its subtitle, is oriented towards “the revolution in personalized medicine”, the impact of the genomics revolution on the personal lives of individuals. Before subjecting Collins’ book to a closer reading, I first of all would like to explain how I will read it and from what perspective. Why is genomics in general, and the HGP and its aftermath in particular, a subject of interest to a philosopher like me? Why did I become interested in assessing the HGP and in studying the work and views of some of its key contributors? (shrink)

The scheme for classifications of concepts is introduced. It has founded on the triplet model of concepts. In this model a concept is depicted by means of three kinds of knowledge: a concept base, a concept representing part and the linkage between them. The idea of triplet classifications of concepts is connected with a usage of various specifications of these knowledge kinds as classification criteria.

Abstract: Tomatoes are among the most popular vegetables in the world due to their frequent use in many dishes, which fall into many varieties in common and traditional foods, and due to their rich ingredients such as vitamins and minerals, so they are frequently used on a daily basis, When we focus our attention on this vegetable, we must also focus and take into consideration the diseases that affect this vegetable, a deep learning model that classifies tomato diseases has been (...) proposed. The aim of this paper is to diagnose tomato diseases based on a dataset containing 11000 picture and 11 classes. The model gave the final accuracy test with Accuracy (99.87%), F1-score (99.87%), Recall (99.87%), and Precision (99.88%) in an estimated time 1.36 second, as with these results it proved its effectiveness and good ability in the classification of the testing data. The question of how psychiatric classifications are made up and to what they refer has attracted the attention of philosophers in recent years. In this paper, I review the claims of authors who discuss psychiatric classification in terms referring both to the philosophical tradition of natural kinds and to the sociological tradition of social constructionism — especially those of Ian Hacking and his critics. I examine both the ontological and the social aspects of what it means for something to (...) be a mental disorder, and how the ontological status of these disorders hinges on social causation. Finally, I conclude by suggesting a way in which the biological and the social may be reconciled in an integrative model of variation in psychiatric disorder. (shrink)

The Martin Heidegger’s conference “On the essence of truth” was repeatedly pronounced between 1930 and 1932, published in 1943 and continued to be adjusted by the author until the sixties. In many ways, it seems to have a special role as a kind of “hinge” between Heidegger’s Being and Time and after the “turn” [Kehre] of his thinking, process that began precisely from thirties. With such intermediary role, the conference begins with conceptions still addressed from the perspective of (...) Being and Time, as the question of truth; but inserts fundamental themes, relating to the later work of the German thinker, as the notion of the veiling of being, the concept of errance and the perspective, only started at this conference, from a transformation of the very concept of essence [Wesen]. This short conference paper serves as a distillation of a keynote address delivered at the the Second National Conference on Management and Higher Education Trends & Strategies for Management & Administration hosted by Bangkok-based Stamford International University (Thailand) on November 1, 2014. Innovation is discussed as the heart of entrepreneurial processes occurring in today's capitalist economic systems, including transition economies like China and Vietnam, which underscores economic competitiveness of firms and economies. But the innovation effort and process (...) also face dilemma of "entrepreneurial curse of innovation". Advantages and disadvantages are weighed for a more balanced view, especially in the context of outnumbering SMEs and given existence of pitfalls and traps along the innovation path of development. Toward the end, the value of the market is once again stressed amid the concern of subjective assumption and illusion about availability of market opportunities in the mind of innovators, which may contrast totally with the dismal outcome the actual market realities may show ex post. The ideal of the United Nations was first put forward by Immanuel Kant in his 1795 essay Perpetual Peace. Kant, in the tradition of Locke and Rousseau is a liberal who believes that relations between individuals can either be based upon law and consent or upon force and violence. One way that such the ideal of world peace could be achieved would be through the creation of a single world state, of which every human being was a citizen. Such an (...) ideal was advocated by a number of eighteenth century liberals. Kant, however, rejects this ideal and instead argues that the universal rule of law can be achieved through the establishment a federation of independent states. I examine the relevance of Kant’s arguments today, focusing on two questions: Firstly, as advocates of the rule of law, why advocate a federation of independent nations rather than a single world state. Secondly, is this ideal realizable? Is Kant right to think that republics are natural and are likely to live peacefully with one another? Kant’s arguments on this issue have been taken up again in recent decades by defenders of the theory of the “democratic peace”, the theory that democracies are more likely to live at peace with one another. Comparative cognitive science often involves asking questions like ‘Do nonhumans have C?’ where C is a capacity we take humans to have. These questions frequently generate unproductive disagreements, in which one party affirms and the other denies that nonhumans have the relevant capacity on the basis of the same evidence. I argue that these questions can be productively understood as questions about natural kinds: do nonhuman capacities fall into the same natural kinds as our own? Understanding such questions in this (...) way has several advantages: it preserves the intuition that these are substantive empirical questions worth asking; it helps us to understand why they so frequently give rise to disagreements of the kind described; and it provides clues about how to diagnose and resolve them. This study delves into the intricate relationship between an artist’s background (including nationality and gender) and the popularity of their artworks in the Museum of Modern Art (MoMA) in New York. Leveraging statistical methods, including Chi-squared tests and ANOVA, significant correlations between an artist’s nationality, gender, and the popularity of their artworks were identified. Time series analysis further underscored evolving trends in MoMA’s acquisition patterns over the years. The research also utilized a Random Forest classification model to predict artwork (...) popularity, achieving an accuracy rate of 0.75. The findings shed light on the dynamics of art acquisitions and offer implications for diversifying and enhancing museum collections in the future. (shrink)

This paper offers a philosophical analysis of mental illness as a concept and attempts to provide an understanding of what contributes to the instability of this concept. Mental illness is argued to be susceptible to looping effects, which means that the behaviours of those diagnosed is affected by their classification. This idea of looping is a contributor to mental illness being an unstable category as it affects the behaviours of those classified and the classifications themselves. Specific mental disorders such (...) as anxiety and depression are particularly vulnerable to looping effects due to their value-laden and subjective diagnostic criteria, argued by many anti-psychiatrists such as Rosenhan, Foucault and Szasz. These looping effects are more relevant than ever, with the increased awareness of mental illnesses on social media, overgeneralized information surrounding the symptoms of disorder, the glamorisation and self-assessments which inspire self-diagnosis. Whilst mental illness should not be abandoned as a concept, ‘mental illness’ has deviated from the proper use of ‘mental disorder’ due to overdiagnosis and looping effects and this conceptual instability is a bad thing due to the long-term consequences of over-prescribing antidepressants, preventing access to treatment, political and social implications and a looping trap: which is the idea that an individual cannot escape from their classification once identified. This paper gives a conceptual analysis of ‘mental illness’ and argues that looping effects are mainly responsible for its instability and in order to avoid the negative consequences of such an instability, we should be aware of these effects and attempt to find a basic framework which presents a clear understanding of what we mean by ‘abnormal’ or ‘disordered’ behaviours. A large part of the controversy surrounding the publication of DSM-5 stems from the possibility of replacing the purely descriptive approach to classification favored by the DSM since 1980. This paper examines the question of how mental disorders should be classified, focusing on the issue of whether the DSM should adopt a purely descriptive or theoretical approach. I argue that the DSM should replace its purely descriptive approach with a theoretical approach that integrates causal information into the DSM’s descriptive (...) diagnostic categories. The paper proceeds in three sections. In the first section, I examine the goals (viz., guiding treatment, facilitating research, and improving communication) associated with the DSM’s purely descriptive approach. In the second section, I suggest that the DSM’s purely descriptive approach is best suited for improving communication among mental health professionals; however, theoretical approaches would be superior for purposes of treatment and research. In the third section, I outline steps required to move the DSM towards a hybrid system of classification that can accommodate the benefits of descriptive and theoretical approaches, and I discuss how the DSM’s descriptive categories could be revised to incorporate theoretical information regarding the causes of disorders. I argue that the DSM should reconceive of its goals more narrowly such that it functions primarily as an epistemic hub that mediates among various contexts of use in which definitions of mental disorders appear. My analysis emphasizes the importance of pluralism as a methodological means for avoiding theoretical dogmatism and ensuring that the DSM is a reflexive and self-correcting manual. (shrink)

This chapter proceeds in five steps. First, we will describe and justify the structure of the traditional system of species classification. Second, we will discuss three formal principles governing the development of taxonomies in general. It will emerge that, in addition to these formal principles, a division of living beings must meet certain empirical constraints. In the third section, we will show that the traditional division of living beings into species best meets these constraints. Fourth, we will argue that (...) a taxonomic system based on this notion of species provides a more natural alternative to the many arbitrary classifications that are possible. Hence, the traditional classificatory system is also the most natural one. Finally, we will discuss and reject an alternative account that suggests defining species solely with a view to their evolutionary history. We will argue that taxonomic trees do not depict hereditary connections but, rather, something else. (shrink)

Statistics play a critical role in biological and clinical research. To promote logically consistent representation and classification of statistical entities, we have developed the Ontology of Biological and Clinical Statistics (OBCS). OBCS extends the Ontology of Biomedical Investigations (OBI), an OBO Foundry ontology supported by some 20 communities. Currently, OBCS contains 686 terms, including 381 classes imported from OBI and 147 classes specific to OBCS. The goal of this paper is to present OBCS for community critique and to describe (...) a number of use cases designed to illustrate its potential applications. The aim of this chapter is to clarify the meaning and the use of the concept of relativism in the context of National Socialism (NS). This chapter analyzes three aspects of the connection between relativism and NS: The first part examines the critical reproach that NS is a form of relativism. I analyze and criticize the common core of this widespread argument, which is developed in varying contexts, was held in different times, and is still shared by several authors. (...) The second part investigates the ideological debate among Nazi philosophers themselves concerning whether NS is indeed a form of relativism. I focus on the epistemological consequences of Nazi anthropology and analyze both its relativistic tendencies and the strategies used to reject relativism. In contrast to the received view, I argue that Nazi philosophers attempted to overcome both absolutism and relativism. The third part investigates the academic debate on relativism during NS, using the example of the prize question on relativism that was announced by the Prussian Academy of Science in 1936. By examining the academic approaches to the problem of relativism, I also address the question of how broader philosophical debates were related to the core of Nazi ideology. Academic philosophers took the self-understanding of Nazi philosophers seriously. They saw the shared aim of overcoming relativism as an opportunity to collaborate with NS. The brief conclusion summarizes the findings of the chapter. I conclude that, in the context of NS, critics, ideologists, and academics understand and use the concept of relativism in the same way. Interest in idealism has increased substantially since the publication of Sprigge’s Vindication of Absolute Idealism in 1984,1 and again with more vigor over the last decade in the context of the mind-body problem and panpsychism. This will probably not come as a surprise to objective idealists, among which Vittorio Hosle has proposed that philosophy cycles through stages with some form of idealism as end point of each cycle.2 More recently, David Chalmers mused about a corresponding development in the worldview of (...) single individuals from materialism over dualism and panpsychism to idealism.3 Traditional accounts of idealism include for instance those of Plato, Plotinus, Leibniz, Berkeley, or Hegel. An overview of contemporary approaches is given in the article by Chalmers, where he mentions amongst others a recent collection of essays on idealism,4 but also for instance the (recently extended5) works of Philip Goff on Russellian monism.6 A more classically oriented collection of works on idealism was edited by Hosle and Suarez Muller.7 In his article ‘Idealism and the Mind-Body Problem’, David Chalmers presents a classification of possible versions of idealism with the goal of assessing the prospects of idealism in the context of the mind-body problem without having to pay too much attention to its ‘historical baggage’. This goal seems to me highly laudable and the resulting classification an important contribution to the contemporay discussion. In addition, the conclusions drawn from the subsequent analysis seem very plausible from the viewpoints of dualistic, panpsychistic and similar thinking. I nevertheless believe that the presented classification is not really adequate to capture the core of traditional idealistic thinking, which in turn leads to somewhat distorted conclusions about the opportunities for idealism to play a role for understanding the mind-body problem: First, the distinction between micro- macro- and cosmic idealism ist not fitting well into the idealistic venture. Instead, idealism is artificially reduced to a bad alternative to panpsychism. Secondly, the initially mentioned, but afterwards not discussed again difference between subjectinvolving and non-subject-involving idealism needs to be further extended, to account for the special role of subjects in traditional accounts of objective idealism. To elaborate on this, I will first give a short summary of Chalmers classification and some of the mentioned problems with idealism. Afterwards I will come back to my two objections in more detail. Formal principles governing best practices in classification and definition have for too long been neglected in the construction of biomedical ontologies, in ways which have important negative consequences for data integration and ontology alignment. We argue that the use of such principles in ontology construction can serve as a valuable tool in error-detection and also in supporting reliable manual curation. We argue also that such principles are a prerequisite for the successful application of advanced data integration techniques such as (...) ontology-based multi-database querying, automated ontology alignment and ontology-based text-mining. These theses are illustrated by means of a case study of the Gene Ontology, a project of increasing importance within the field of biomedical data integration. (shrink)

Vaccine research, as well as the development, testing, clinical trials, and commercial uses of vaccines involve complex processes with various biological data that include gene and protein expression, analysis of molecular and cellular interactions, study of tissue and whole body responses, and extensive epidemiological modeling. Although many data resources are available to meet different aspects of vaccine needs, it remains a challenge how we are to standardize vaccine annotation, integrate data about varied vaccine types and resources, and support advanced vaccine (...) data analysis and inference. To address these problems, the community-based Vaccine Ontology (VO) has been developed through collaboration with vaccine researchers and many national and international centers and programs, including the National Center for Biomedical Ontology (NCBO), the Infectious Disease Ontology (IDO) Initiative, and the Ontology for Biomedical Investigations (OBI). VO utilizes the Basic Formal Ontology (BFO) as the top ontology and the Relation Ontology (RO) for definition of term relationships. VO is represented in the Web Ontology Language (OWL) and edited using the Protégé-OWL. Currently VO contains more than 2000 terms and relationships. VO emphasizes on classification of vaccines and vaccine components, vaccine quality and phenotypes, and host immune response to vaccines. These reflect different aspects of vaccine composition and biology and can thus be used to model individual vaccines. More than 200 licensed vaccines and many vaccine candidates in research or clinical trials have been modeled in VO. VO is being used for vaccine literature mining through collaboration with the National Center for Integrative Biomedical Informatics (NCIBI). Multiple VO applications will be presented. (shrink)

Suppose that it can be right to grant amnesty from criminal and civil liability to those guilty of political crimes in exchange for full disclosure about them. There remains this important question to ask about the proper form that amnesty should take: Which additional burdens, if any, should the state lift from wrongdoers in the wake of according them freedom from judicial liability? I answer this question in the context of a recent South African Constitutional Court case that considered whether (...) an officer having been granted amnesty for apartheid-era killings should be held to mean that the police force may not discharge him on the ground of having been convicted of a serious offence. The Court ruled that, despite amnesty having been granted to the guilty officer, the police force was permitted to discharge him. I distinguish the major ethical reasons the Court gives for its conclusion, which ultimately appeal to the value of national reconciliation, and I argue not only that the reconciliation-based rationales rest on empirical contingencies for which there is little evidence, but also that their logic in fact provides some reason to reject the Court’s conclusion. Then, I sketch an attractive new theory of right action, grounded on salient sub-Saharan values often associated with talk of ‘ubuntu’, that I maintain provides a stronger, unitary foundation for the Court’s key pronouncements. I conclude by discussing some of the broader implications of the moral theory for related matters, such as the rights of victims in the processes leading up to presidential pardons of those who have committed atrocities and the duties of newspapers with regard to the reputations of the latter. In the article the effect of disbalances in the movement of financial resources on the national financial systems is formalized. For ensuring the corresponding monitoring objectives the financial sustainability indicators developed by the IMF and the World Bank have been used, as well as the integral indicator of financial resource disbalances, which serve as statistical units for measuring the financial situation and sustainability of the financial sector of the country. For the overwhelming majority of the studied countries, the hypothesis (...) about the negative impact of disbalances in the flow of financial resources on the stability of their financial sectors, regardless of the general economic conditions of these countries' development, was confirmed. At the same time, such a hypothesis was denied for a group of developing countries. Conditions-destabilizers of financial sectors’ stability of the countries under the influence of financialization of their economies, which should be considered the object of regulatory measures in financial markets, are defined. These include the level of market integration into the global financial space, which determines the tendency to systemic risks transmission and the degree of markets’ development that affects their volatility. In recent years, there have been many reforms in the field of accounting. In the same time, scientists focus on the leading methods of accounting, financial management and economic opportunities for the additional use of accounting tools to introduce reforms in the field of the accounting of public sector entities. The main goal of this paper is to reveal the leading features of the accounting system of public sector entities and to study the aspects of a new accounting system, which (...) in the future can be implemented into the activities of public sector entities. The paper provides a scientific vision of the accounting reform of public sector entities. Our vision of forming a new accounting system in the public sector is based on the accounting model used in Italy and takes into account the peculiarities of the methodology and accounting organization in accordance with the International Accounting Standards. We highlight the main problems of introducing a new accounting system for public sector entities, based on the International Accounting Standards. In our opinion, this research can form new knowledge in the national literature on the accounting of public sector entities and highlight the main problems that arise while implementing accounting reforms. In addition, our research results can serve as a basis for the implementation of the accounting of public sector entities on the basis of International Accounting Standards for the public sector and the accrual principle. We believe that the main scientific aspects of public sector accounting will be the basis for future reforms based on the implementation of International Accounting Standards in the activities of public sector entities. Two major clarifications have greatly abetted the understanding and fruitful expansion of the theory of natural selection in recent years: the acknowledgment that interactors, not replicators, constitute the causal unit of selection; and the recognition that interactors are Darwinian individuals, and that such individuals exist with potency at several levels of organization (genes, organisms, demes, and species in particular), thus engendering a rich hierarchical theory of selection in contrast with Darwin’s own emphasis on the organismic level. But a piece of (...) the argument has been missing, and individuals at levels distinct from organisms have been denied potency (although granted existence within the undeniable logic of the theory), because they do not achieve individuality with the same devices used by organisms and therefore seem weak by comparison. We show here that different features define Darwinian individuality across scales of size and time. In particular, species-individuals may develop few emergent features as direct adaptations. The interactor approach works with emergent fitnesses, not with emergent features; and species, as a consequence of their different mechanism for achieving individuality (reproductive exclusivity among subparts, that is, among organisms), express many effects from other levels. Organisms, by contrast, suppress upwardly cascading effects, because the organismic style of individuality (by functional integration of subparts) does not permit much competition or differential reproduction of parts from within. Species do not suppress the operation of lower levels; such effects therefore become available as exaptations conferring emergent fitness—a primary source of the different strength that species achieve as effective Darwinian individuals in evolution. In psychiatry some disorders of cognition are distinguished from instances of normal cognitive functioning and from other disorders in virtue of their surface features rather than in virtue of the underlying mechanisms responsible for their occurrence. Aetiological considerations often cannot play a significant classificatory and diagnostic role, because there is no sufficient knowledge or consensus about the causal history of many psychiatric disorders. Moreover, it is not always possible to uniquely identify a pathological behaviour as the symptom of a certain (...) disorder, as disorders that are likely to differ both in their causal histories and in their overall manifestations may give rise to very similar patterns of behaviour. -/- Consider delusions as an example. It wouldn’t be correct to define delusions as those beliefs people form as a result of a neurobiological deficit and a hypothesis-evaluation deficit (as some versions of the two-factor theory of delusions suggest), because for some delusions no neurobiological deficit may be found, and reasoning biases and motivational factors may be contributors to the formation of the delusion (e.g. McKay et al., 2005). Moreover, it would be a mistake to define delusions as symptoms of schizophrenia alone, because they occur also in other disorders, including dementia, amnesia, and delusional disorders. Thus, aetiological considerations may appear in the description and analysis of delusions, but do not feature prominently in their definition. -/- In this paper I argue that the surface features used as criteria for the classification and diagnosis of disorders of cognition are often epistemic in character. I shall offer two examples: confabulations and delusions are defined as beliefs or narratives that fail to meet standards of accuracy and justification. Although classifications and diagnoses based on features of people’s observable behaviour are necessary at these early stages of neuropsychiatric research, given the variety of conditions in which certain phenomena appear, I shall attempt to show that current epistemic accounts of confabulations and delusions have limitations. Epistemic criteria can guide both research and clinical practice, but fail to provide sufficient conditions for the identification of delusions and confabulations, and fail to demarcate pathological from non-pathological narratives or beliefs. -/- Another limitation of current epistemic accounts – which I shall not address here – is the excessive focus on epistemic faults of confabulations and delusions at the expense of their epistemically neutral or advantageous features (see Bortolotti and Cox, 2009). This may lead to a misconception of delusions and confabulations, and to an oversimplification in the assessment of the needs of people who require clinical treatment for their psychotic symptoms. Gender classifications often are controversial. These controversies typically focus on whether gender classifications align with facts about gender kind membership: Could someone really be nonbinary? Is Chris Mosier really a man? I think this is a bad approach. Consider the possibility of ontological oppression, which arises when social kinds operating in a context unjustly constrain the behaviors, concepts, or affect of certain groups. Gender kinds operating in dominant contexts, I argue, oppress trans and nonbinary persons in this way: they marginalize (...) trans men and women, and exclude nonbinary persons. As a result, facts about membership in dominant gender kinds should not settle gender classification practices. (shrink)

Ethnobotanical research provides ample justification for comparing diverse biological nomenclatures and exploring ways that retain alternative naming practices. However, how (and whether) comparison of nomenclatures is possible remains a subject of discussion. The comparison of diverse nomenclatural practices introduces a suite of epistemic and ontological difficulties and considerations. Different nomenclatures may depend on whether the communities using them rely on formalized naming conventions; cultural or spiritual valuations; or worldviews. Because of this, some argue that the different naming practices may not (...) be comparable if the ontological commitments employed differ. Comparisons between different nomenclatures cannot assume that either the naming practices or the object to which these names are intended to apply identifies some universally agreed upon object of interest. Investigating this suite of philosophical problems, I explore the role grey nomenclatures play in classification. ‘Grey nomenclatures’ are defined as those that employ names that are either intentionally or accidentally non-Linnaean. The classification of the lichen thallus (a symbiont) has been classified outside the Linnaean system by botanists relying on the International Code of Nomenclature for algae, fungi, and plants (ICN). But, I argue, the use of grey names is not isolated and does not occur exclusively within institutionalized naming practices. I suggest, ‘grey names’ also aptly describe nomenclatures employed by indigenous communities such as the Samí of Northern Finmark, the Sherpa of Nepal, and the Okanagan First Nations. I pay particular attention to how naming practices are employed in these communities; what ontological commitments they hold; for what purposes are these names used; and what anchors the community’s nomenclatural practices. Exploring the history of lichen naming and early ethnolichenological research, I then investigate the stakes that must be considered for any attempt to preserve, retain, integrate, or compare the knowledge contained in both academically formalized grey names and indigenous nomenclatures in a way that preserves their source-specific informational content. This volume contains the proceedings of the Mediterranean Conference on Neutrosophic Theory (MeCoNeT 2024), held at the Accademia Peloritana dei Pericolanti of the University of Messina on September 24-25, 2024. The event was organized by the MIFT Department (Mathematics, Computer Science, Physics, and Earth Sciences) of the University of Messina, marking the first international congress on neutrosophic theories outside the Americas. This milestone has firmly established the Mediterranean region as a key hub for research in the rapidly growing field (...) of neutrosophic theory. The MeCoNeT 2024 conference drew over 100 participants from more than 15 countries, with more than 50 scientific contributions selected through a rigorous peer review process. The hybrid format of the event—featuring in-person sessions at the historical Accademia Peloritana dei Pericolanti and online parallel sessions—allowed for broad international participation. The conference thus offered an ideal platform for sharing interdisciplinary research and addressing contemporary challenges in mathematics and beyond. (shrink)

The ‘Toward a Science of Consciousness’ conference – which has now become ‘The Science of Consciousness’ conference – recently (June 5-10, 2017) took place instead at the receptive venue of the Hyatt Regency in La Jolla, California. It was well-planned and organized, which is extraordinary considering that it had to be organized all over again within a month or two when the original Shanghai location was cancelled. Things ran smoothly at La Jolla and it was well attended for (...) an odd-year, non-Tucson setting. The Director of the Center for Consciousness Studies, Dr. Stuart Hameroff, and his able Assistant Director and logistics manager, Abi Behar Montefiore, deserve full credit for carrying off this last minute transfer, as do many others who worked in supporting capacities. The United States of America launched a war against Iraq in 2003 claiming that Iraq possesses weapons of mass destruction, then it became clear to the world that this claim was not true, and people said: The American administration lied. The traditional theory of knowledge attributed knowledge to the individual knowing subject, and focused on individual actors and their belief states, such as "Ahmed believes in a certain proposition". As for attributing cognitive states to groups, such as “the American administration lied,” this is a shift in epistemology to the collective actor. The epistemology of groups is a subfield of social epistemology. It aims to explore the characteristics and cognitive processes at the group level. It appeared clearly at the beginning of the twenty-first century, so national and international conferences were held for it, and research and books appeared that deal with its basic topics such as group knowledge, group belief, group justification, group understanding, group rationality, and objectivity, group virtue, group difference, group polarization, and group intelligence, and so on. This book adds to the cutting-edge debates on social epistemology generally, and collective epistemology more specifically. Provides a very accessible path into the topic of an epistemology of groups, with conveniently organized chapters and technical terms clearly defined and explained. Develops theories that have appeal beyond philosophy, for disciplines such as economics, law, social psychology, and political science. (shrink)

In the proof-theoretic semantics approach to meaning, harmony , requiring a balance between introduction-rules (I-rules) and elimination rules (E-rules) within a meaning conferring natural-deduction proof-system, is a central notion. In this paper, we consider two notions of harmony that were proposed in the literature: 1. GE-harmony , requiring a certain form of the E-rules, given the form of the I-rules. 2. Local intrinsic harmony : imposes the existence of certain transformations of derivations, known as reduction and expansion . We propose (...) a construction of the E-rules (in GE-form) from given I-rules, and prove that the constructed rules satisfy also local intrinsic harmony. The construction is based on a classification of I-rules, and constitute an implementation to Gentzen’s (and Pawitz’) remark, that E-rules can be “read off” I-rules. (shrink)

In the seventeenth to the eighteenth centuries, East Asia witnessed new academic trends emphasizing social practice and reform over theoretical considerations. These trends gave rise to Silhak 實學 (“Practical Learning”) in Korea in the late Joseon dynasty, Qixue 氣學 (“Learning of Vital Forces”) in China in the late Ming and early Qing dynasties, and Kogaku 古學 (“Ancient Learning”) in Japan in the Edo period. A concept of “East Asian Silhak 東亞實學 (East Asian Practical Learning)” can be conceived in the context (...) of strengthening the Confucian statecraft in the seventeenth and eighteenth centuries. However, in the nineteenth and twentieth centuries, this academic trend, so-called East Asian Practical Learning, was manifested in the form of “pursuit of West-centered modernity” in the three East Asian countries. It would be appropriate to understand it as a “modern transformation of East Asian Confucian thought” rather than as the Confucian statecraft in the context of Confucianism. When attempting to incorporate the ideological transformation of Confucianism in East Asia in the nineteenth and twentieth centuries into the concept of Silhak, there are issues such as: the conceptual confusion between Silhak of the late Joseon dynasty of Korea and Kaozhengxue 考證學 (“Evidential Learning”) of the Qing dynasty of China; and their pursuit of modernity based on the premise of anti-Zhuzi studies. Given these complexities, this article underscores that the genesis of New Silhak in twenty-first-century East Asia lies in the simultaneous relationship between Zhuzi studies and Silhak, reflecting the Confucian ideal of neisheng waiwang 內聖外王 (“inner sage and outer king”). This paper sets out to examine the ideals of rebranding in the national image rebuilding process, fetching examples from Nigeria’s experience. The discourse also examines the concepts of image and the impact of anti-social behaviour of citizens on the nation’s image within the international community. This includes indiscriminate imaging of violence or crime scenes through photographs and written reports by citizens of the country. The paradox of the development of indiscriminate imaging and reporting of violence through photographs is antagonistic (...) to Nigeria’s image rebranding project. This paper acquires data through observational and analytical methods. This paper concludes that the rebranding of Nigeria and other African nations where violence, corruption, and anti-social behaviours strive is almost impossible until there is a change in the attitude of the citizens. The paper recommends that the war against corrupt practices, suicide bombings, and terrorist attacks on innocent citizens of Nigeria should be a collective effort of every Nigerian who wishes the country’s image well, otherwise the country will continually suffer the risk of perpetual alienation effects. This note is based on a lecture delivered at the Conference on the Scien- tic Research of the Mathematical Center of Opole, Turawa, May 10-11th, 1980. A somewhat extended version will be published in the Proceedings of the Conference. At the same time it is an abstract of a part of a planned larger paper, which will involve the theory of label-tokens.
